Terrance P. Long - Conference Host

Mr. Long is a recognized international expert in the management of unexploded ordnance (UXO) disposal programs. His experience and diversity in the field of explosive services are key elements in the conception and development of the Sea Dumped Chemical and Conventional Munitions Conference. Mr. Long successfully completed Field Engineering at Canadian Forces School of Military Engineering 1974; Basic Explosive Ordnance Disposal at Canadian Forces School of Mechanical and Electrical Engineering; Improved Explosive Disposal (IED), Canadian Forces School of Aerospace and Ordnance Engineering; the NATO Advance IED (1989) program at the British Army School of Ammunition for the United Kingdoms and Northern Ireland and Hazardous Management at Maritime Environmental Training Institute (1998). In 1982, Mr. Long was appointed Explosive Ordnance Disposal (EOD) Centre Chief for Canadian Forces Base Toronto.

In 1989 Mr. Long was selected as a Demining Instructor for the United Nations Offices and Commission in Afghanistan (UNHOCA) to train Afghanistan refugees. Mr. Long retired from the Canadian Military Engineers in 1990 upon completion of the Pakistan Demining Training Program and returned later that year to UNHOCA as a Demining Expert to monitor Demining Operations in Afghanistan. In 1994 Mr. Long was appointed to the United Nations Development Program (UNDP) as the Mine Survey Officer for Mozambique, his responsibilities included landmines and UXO clearances and awareness programs. In 1995 Mr. Long was the Founder and Executive Director of the Canadian International Demining Centre (CIDC), a charity for humanitarian demining. Mr. Long participated in the First International Landmines Conference, at the United Nation European General Assembly in Geneva, Switzerland (1995) as a Technical Expert with Canada’s Department of Foreign Affairs and International Trade Delegation. Mr. Long has conducted missions and project development for landmines and UXO’s eradication in Canada, United States, Afghanistan, Pakistan, Mozambique, Bosnia and Herzegovina, Croatia, Kosovo, Egypt, Somalia, the Republic of Sudan and the Republic of Sri Lanka.

Mr. Long has worked on research and development programs and managed programs for governments and the private sector, including underwater detection demonstrations at Mare Island, US Naval Shipyards, California. Mr. Long appeared before the Canadian Senate Standing Committee for Fisheries and Oceans on Fish Habitat as a Witness with First Nations and Academics to address environmental affects from Canadian Sea-Dumped Conventional and Chemical Munitions. He conducted research for the Honourable Gerald A. Phalen on Sea Dumped Munitions including Seismic Testing off the east coast of Canada, assisted in establishing a Contaminates Working Group with First Nations and Academics at St. Francis Xavier University in 2003 to address Health and Environment Impacts of Sea-Dumped Chemical - Conventional Munitions, Biological Agents and Radiological Materials. Mr. Long also appeared before the CANADA-NOVA SCOTIA OFFSHORE PETROLEUM BOARD (CNSOPB) Strategic Environmental Assessment, Misaine Bank Region, off Cape Breton, July 14, 2005 to address how oil and gas development and exploration activities affect Sea-Dumped Munitions.

 

Special Guest Senator Gerard A.Phalen

Senator Gerard A.Phalen Gerard A. Phalen was an Industrial Mechanical Instructor in Nova Scotia for almost 25 years before retiring from teaching in 1991.

Mr. Phalen was a distinguished union leader throughout most of his teaching career, first serving as a Board member and then Vice-President of the Nova Scotia Employees Union (1970-76). From 1976 to 1979, he served as President of the Nova Scotia Government Employees Union, Vice-President of the Council of Atlantic Provincial Employees and as a Board Member of the National Union of Provincial Government Employees. In 1995, he became a Board Member of the Nova Scotia Labour Standards Tribunal, a position he held until 1997.

During his tenure at both the Nova Scotia Eastern Institute of Technology (NSEIT) - where he began his teaching career- and the University College of Cape Breton (UCCB), Mr. Phalen also maintained a high level of involvement in institutional and collegial affairs. At the NSEIT, he notably served as Chairman of the Faculty Association and Chairman of the Negotiating Committee. At the UCCB, he was a member of the College Council for six years and Chairman of the Negotiating Committee for another six years, in addition to serving on various other committees.
